China Scholarship Council

In July 2026, the Graduate School of Frontier Sciences (GSFS) revised its policy regarding applications for admission from applicants intending to apply for the China Scholarship Council (CSC) programs.

As a result, GSFS will no longer accept requests for the issuance of letters certifying admission or enrollment that state applicants are exempt from paying tuition and other academic fees. (Updated on July 17, 2026)

1. Applicants for the Degree Program

If you wish to enroll in the GSFS doctoral program in Autumn 2027, you must apply for Entrance Examination Schedule B (application period: November 11–17, 2026) and take the entrance examination. Please note that the application fee is not exempted.

If you successfully pass the entrance examination, a Letter of Admission will be issued in mid-February 2027. Applicants for the CSC programs should use this Letter of Admission as their invitation letter. Individual faculty members are not permitted to prepare or issue separate invitation letters for this purpose.

Please also note that the Letter of Admission cannot include any statement regarding exemption from the payment of academic fees (admission fee and tuition).

The University of Tokyo offers a tuition and admission fee exemption/deferment program for students who demonstrate both financial need and excellent academic performance. Applications are subject to screening, and because the program is funded within a limited budget, exemption or deferment is not guaranteed.

2. Applicants for the Visiting Ph.D. Student Program

If you are currently enrolled in a graduate program at an overseas university and wish to study at GSFS for up to one year for the purpose of receiving research supervision, you should apply for admission as a Special Research Student. If an invitation letter is required for your CSC Scholarship application, please use the Certificate of Acceptance, which will be issued after your admission as a Special Research Student has been officially approved by GSFS. Individual faculty members are not permitted to prepare or issue separate invitation letters for this purpose.

The screening results will normally be announced approximately three months after your application.

Please note that you are not eligible to apply for admission under the GSFS’s Researcher status.

Applicants who are enrolled at a partner university that has concluded a Student Exchange Memorandum with GSFS and who are officially nominated by their home institution as exchange students will be admitted with exemption from tuition payment. All other applicants are not eligible to apply for exemption from tuition payment.
