Applicants who fall into the "Special Selection with Scholarship" category in the flowchart and meet the eligibility requirements for applying to a scholarship granting institution may select this selection method to take the examination.

- Japanese Government Scholarship, Embassy Recommendation (All Departments, GPSS-GLI)
- Japanese Government Scholarship, University Recommendation (GPSS-GLI)
- Asian Development Bank Scholarship Program (All Departments in the Division of Environmental Studies, GPSS-GLI) (Restricted by Nationality)
The following two scholarship programs can be applied for concomitantly while applying for entrance examinations i.e., " Special selection for applicants with overseas education ".
- WINGS-PES financial support (All Departments, GPSS-GLI) (Only UTSIP Kashiwa participants can apply)
- Reservation Program for Monbukagakusho Honors Scholarship (only those who take an entrance examination without coming to Japan are eligible.)
