Telephone
Residential telephone
When you want to have a home phone installed in your apartment, contact the nearest NTT office. (Usually, when you sign your apartment lease contract, the real estate agent will advise you of the contact address for NTT.)
When you sign up for the home phone, you will need your Foreigner Registration Card or a valid Japanese driver license, so that NTT can confirm your name and address.
The procedure (dialing sequence) to make
an international phone call is different,
depending on which telephone company you
are using. Please contact your telephone
company for details.

Cellular phone
NTT Docomo, KDDI and Vodafone are the 3 major cellular telephone companies operating in Japan. KDDI has 2 different brands, TU-KA and au.
Each cellular telephone company has its own system for student discounts, benefits, options, etc. Please compare well, before you choose to sign a service contract with any company.
You can sign up for your own cellular phone service at any shop that carries cellular telephones.
There are many kinds of cellular phones. It's best to ask other exchange students and Japanese students about their own cellular phones, and check their opinions about their cell phone service.
To use a cellular phone, you don't need to pay the typical fees associated with having a land line (NTT) for a home telephone. However, bear in mind that the per-minute fee for usage of a cellular telephone will typically be more expensive than the per-minute fee for a home phone.
IP phone
IP (Internet Protocol) phone is a telephone service which uses the Internet rather than conventional telephone lines. For IP phone users, the fees for making both international calls and domestic (Japan) long distance calls are significantly cheaper than for calls made on the standard home phone. Internet providers have their own rate scales and services, so please check well, in advance, to choose the system that best suits your needs.
Skype
Skype is a form of free communication software that you uses a computer and telephone that connects to the Internet to make a free phone call to other skype users.
"Skype out" is the special system with which you can call to a standard home phone or cellular phone (in other words, to non-skype users) cheaper than with an IP phone. However, "Skype out" is not a free service, and some fees are charged.
